With the introduction of a year 5 Heat in Buildings Bill, the Scottish Government want to undertake a review of the current approach compared to other options to ensure its successful delivery.
To do this, the development of a Programme Business Case (PBC) following the HM Treasury’s Green Book 5 Case Model is underway. Subject matter expertise is required to produce the Economic aspect of the PBC, in which a short-list of delivery options/approaches will be considered based on a Cost/Benefit socioeconomic analysis.
The Supplier will be instructed to work on the production of the Economic Case. This work is anticipated to be completed over a 4 month period
