Chair of the Technical Design Authority (TDA)

Clackmannanshire Council requires the services of an experienced Chair of the Technical Design Authority (TDA) to provide specialist consultancy support over an estimated period of 83 days (August 2025 – February 2027).The consultant will be responsible for:Chairing monthly TDA meetings and providing governance oversight across ICT projects;Supporting the Council’s Public Services Network (PSN) assurance activities, including review and preparation of technical documentation;Developing reusable governance templates and providing mentoring to internal ICT staff;Preparing structured submissions to the Council’s Programme Board and responding to related technical queries.The consultant must have:Demonstrable experience successfully supporting PSN submissions for public sector bodies;Relevant qualifications in cybersecurity (e.g. CISSP, ISO 27001, Cyber Essentials Plus);Experience of technical governance, infrastructure assurance, and stakeholder engagement.The service will be delivered predominantly remotely, with occasional on-site attendance in Clackmannanshire (typically one day per week).
