The objectives of the Area Based Schemes funded by the Scottish Government, designed and delivered by local councils are to:

Provide measures to private households in or at risk of fuel poverty that help to reduce energy usage and costs;

Deliver the Fuel Poverty Strategy and Area Based Schemes programme;

Enable and support eligible homes receiving support from ABS to have achieved an EPC rating of C or better by 2030;

Ensure that householders, installers/workers and their families are protected against the risk of COVID-19 transmission;

Secure Energy Company Obligation (ECO) and other funding/investment to maximise the impact of ABS projects;

Administer and manage the ABS programme to ensure it is delivered fairly and effectively through transparent, timely and robust processes.
