The Scottish Government has committed to ensuring that Scotland’s transition to net zero is fair and just. For the Scottish Government, a just transition is both the outcome – a fairer, greener future for all – and the process that must be undertaken in partnership with those impacted by the transition to net zero.
The first Just Transition Commission called on the Scottish Government to develop a consistent and ambitious approach to planning. In response, the Scottish Government published their National Just Transition Planning Framework which contains the expectation that all planning activities will contribute to achieving a set of National Just Transition Outcomes.
The Just Transition Commission is seeking to develop a theory of change for Scotland to provide comprehensive guidance on who will be impacted by the transition, categorising this in to existing, emerging and adversely impacted.
