Low Carbon has seen a significant expansion of activity under the 2014-2020 programmes; the Scottish Government wishes to procure a consultant to assess whether it is delivering benefits and if so to what extent.The successful tenderer will produce a thorough, detailed and accessible report which assesses and details the extent to which the Low Carbon activity has met the goals and targets as detailed at the outset of the 2014-2020 programme. The report must be produced to a publishable standard electronically in a clear and accessible format. The consultant should also be willing to deliver its findings to senior managers within the European Structural Funds Division as well as external stakeholders in advance of publication.
