This brief sets out the terms of reference for the research project “Research to inform the development of a Peace Institute in Scotland”. The aim of this research project is for a subject matter expert (SME) to provide the Scottish Government with a literature review summarising State and non-State actors’ engagement in the area of peace building and assessing the impact of current activities of above actors. The project also aims to provide the Scottish Government with a risk assessment and risk management approach towards Scotland’s engagement in peace building and a summary of Scotland’s current offer on peace, including by academic institutions, Police Scotland, Beyond Borders Fellowships and other non-state actors, Quakers, Scottish Arbitration Service and others. Lastly, the project aims to provide the Scottish Government with an evidence-based options proposal.
