North Lanarkshire Industries (NLI) is the manufacturing arm of North Lanarkshire Councils (the Council) Supported Enterprise Service and is a recognised supported business.
Working alongside other supported employment organisations, NLI is a facility that manufactures a wide range of products that the Council and various other external public and private organisations purchase from them thus making NLI a viable operating business.
NLI is a fully established force in furniture production, assembly, refurbishment and maintenance. Based in Wishaw, NLI Is a leading example of both commercial success and social responsibility making a positive contribution across communities by employing people with barriers who are fully trained to a high standard in all aspects of soft furnishings and re-upholstery production.
NLI currently produce beds , sofa’s, curtains , roller and vertical blinds as well as bedding sets to internal Councils services The same furniture is also provided to Scottish Welfare Fund clients who are awarded a community grant from the fund which is administered by revenue and e governance department. NLI also supply other services to internal Council services including the servicing and replacement of fire extinguishers and removal and storage of tenant’s belongings.
NLI are required to purchase a large and varied range of raw materials to enable their manufacturing processes and therefore wishes to establish a Framework Agreement via this Procurement.

Consideration has been given to the businesses still recovering / restarting following the lockdown associated with the Covid-19 pandemic. A limited number of expressions of interest have been received for this Procurement. In normal circumstances, the Council believes that a Procurement of this size and value would have received a greater number of expressions of interest and the Council believes that the Covid-19 pandemic has impacted this with a number of businesses still on furlough, limited staff working etc.
To maintain fairness to all suppliers within associated markets to enable sufficient competition, the Council in accordance with condition 8.11.2, section 1 of the ITT is extending the deadline for submission of Tenders for this Procurement by an additional three (3) weeks. Accordingly the new deadline for return of Tenders is 12 noon, Friday 21 August 2020.
As a result, the anticipated key dates stated within condition 4.1, section 1 of the ITT will also be extended by an additional three (3) weeks.
Further to the previous extension to the Tender Return Deadline, the Council has still received limited interest in the Procurement. The Council believes that for the same reasons stated above, insufficient interest being expressed.
The Council appreciates the time, work and effort companies have undertaken to develop their Tender within this Procurement given the position many businesses find themselves in. However the Council also appreciates the difficulties being faced by companies as they recover / restart following the Covid-19 lockdown.
To maintain fairness to all suppliers within associated markets and to enable sufficient competition, the Council is again extending the key dates stated within condition 4.1, section 1 of the ITT by an additional three (3) weeks, bringing the total extension time to those dates stated within the ITT by six (6) week. The revised deadline for return of Tenders is 12 noon, Friday 11 September 2020.
