A Dynamic Purcasing System (DPS) is an electronic system of pre-qualified Contractors from which the Authority invites Contractors to tender via Mini-Competition. A DPS has many aspects that are similar to a framework agreement, one main difference is that it must be an electronic process and new Contractors can apply to join at any time during the period of the DPS. A DPS is a two stage process:
Stage 1 - Throughout the period of the DPS, applicants can apply to participate by completing the European Single Procurement Document (ESPD).
Stage 2 - FLS will issue a Mini-Competition against the relevant Lot in the DPS. All Contractors registered for that Lot shall be invited to tender.
