The University of Aberdeen considers the use of the negotiated procedure without prior publication of a contract notice in terms of Regulations 33(1)(b)(iii) of the Public Contracts (Scotland) Regulations 2015 is justified because of absences of competition for technical reasons - i.e there is only one supplier who can provide the required CRM system which is compatible with other platforms used within the University.
