Description

The main objective is to propose a methodology by which authorities can calculate whether there is an over provision of PHC within their area or specific localities within their area. The matter should be approached in terms of the interests of PHC users. The information obtained could contribute to the Scottish Government Guidance on Power to grant private hire car licences on grounds of overprovision. The requirements of a variety of areas should be considered and also the provision of an adequate service for the full range of users, including the supply of wheelchair accessible vehicles.
