NHS Blood and Transplant intends to award a contract directly to Fluke (UK) Limited pursuant to Section 41 and Schedule 5 of the Procurement Act 2023 (absence of competition for technical reasons).
The requirement relates to the calibration, maintenance and repair of NHSBT's existing installed Comark temperature logger estate. Fluke (UK) Limited is the manufacturer and technical support provider for the Comark product range and is the only supplier with access to the proprietary technology, software, OEM components, specialist tooling and technical data necessary to maintain and calibrate the installed equipment in accordance with manufacturer specifications. NHSBT has determined that no reasonable alternative supplier can provide the required services whilst maintaining manufacturer accreditation, calibration traceability and technical compliance requirements associated with the storage and handling of temperature-sensitive blood products.The proposed award is limited to the minimum duration and value necessary to maintain operational continuity and regulatory compliance pending completion and implementation of the replacement procurement.
