Ensuring power resilience across operational assets is a critical priority for United Utilities, with substantial investment expected to continue throughout the remainder of AMP8 and into AMP9. United Utilities is therefore exploring the establishment of a dedicated Power Resilience framework to provide a more integrated and efficient route for the delivery of power resilience solutions and associated services. The proposed approach seeks to consolidate requirements across multiple workstreams, improve commercial and operational efficiency, increase delivery agility, and provide a consistent contractual structure aligned to anticipated AMP8 & AMP9 requirements. The framework is expected to support a broad range of activities, including power resilience equipment supply, design and build services, LV and HV inspection and maintenance services, and Independent Connection Provider (ICP) services. Through this Preliminary Market Engagement (PME) exercise, United Utilities aims to gain insight into market capability, capacity, and supplier perspectives on the proposed scope, lot structure, and delivery approach. Lot 1 - Power Resilience Kit: • Design and installation of BESS / Generators • Including civil engineering ( plinths , trenching and containment) • DNO design interfaces, G99. G100 • Connection these assets and full commissioning • Act as CDM Designer and Principal Contractor Lot 2 – Power Resilience Design & Build: • Survey of sites from a power resilience perspective • Propose interventions, ranging from electrical fuse/timers, surge protection, UPS and BESS/ Generator systems • Design and install interventions, to industry standards such as BS7671 • Act as CDM Designer and Principal Contractor Lot 3 - LV Inspection, Testing & Remedial Works • Act as CDM Designer and Principal Contractor • Scheduling of inspections over a 5-year period across c4800 sites • Electrical inspection and test to BS7671 and 2391, including reports • Low Voltage (LV) remedial works: o Including civil engineering (plinths , trenching and containment) o Electrical installation to BS7671 o Material selection and design. o Electrical design Lot 4 - HV Maintenance, Inspection & Remedial Works • Act as CDM Designer and Principal Contractor • High Voltage (HV) maintenance on transformers , RMUs • HV remedial works: o Including civil engineering ( plinths , trenching and containment) o Cable jointing and electrical fitment o Material selection and design, substations, cable etc • Electrical design: o Fault protection studies o Harmonic studies o Earth fault studies • Provision of HV Senior Authorised Persons o For the purposes of : o In Day project support o Out of hours Standby Lot 5 - Electrical Connections (ICP) • Act as CDM Designer and Principal Contractor • Provide ICP (Independent Connections Provision) across LV HV and EHV projects
