Coventry City Council intends to award this contract directly to Yunex Ltd pursuant to Section 41 of the Procurement Act 2023 and Schedule 5, Paragraph 6 (absence of competition for technical reasons).
The Council has an existing network of Automatic Number Plate Recognition (ANPR) cameras that form part of its current traffic management infrastructure. Yunex Ltd owns the intellectual property rights associated with these systems and is the only supplier with the technical capability and proprietary knowledge necessary to provide the required support, maintenance, modifications and integration services. As a result, competition is absent for technical reasons and no reasonable alternative or substitute supplier is available.
