Market Engagement for Healthy Child Programme

The London Borough of Redbridge is preparing to recommission its Healthy Child Programme. The Healthy Child Programme (HCP) provides an integrated Health Visiting, Family Nurse Partnership and School Nursing Service and deliver a full Healthy Child Programme 0-19 years with a focus on working across services and organisational boundaries for babies, children, young people aged 0-19 and their families to improve public health outcomes. The HCP is a prevention and early intervention programme based on a model of “progressive universalism”. All families are offered a number of universal services. Additional services are available to those who need them or are identified as being at risk. The service will cover: • Universal and targeted health visiting from pregnancy to age five, including mandated reviews and additional support according to need. • School nursing for children and young people aged 5–19, with appropriate extension to age 25 for care leavers and young people with SEND where required by the final specification. • National Child Measurement Programme delivery. • A locally designed intensive targeted pregnancy and early-years offer to replace the separately licensed FNP model. • Integration with Best Start Family Hubs, Family Help/Families First, maternity, primary care, mental health, SEND and neighbourhood arrangements • Proactive outreach and tailored support for families facing barriers to access, including insecure or temporary accommodation, migration-related vulnerability, language barriers, mental health needs and complex social circumstances. • Co-production, ongoing family voice, improved service visibility and responsive delivery in community and neighbourhood settings. • Clear pathways, step-up and step-down arrangements, information sharing, outcome measurement and contract-management requirements[GE1.1] As part of our commitment to transparent and inclusive commissioning, we are conducting a Market Engagement Exercise to better understand the capacity, interest, and innovation within the provider market.
