Day Opportunities Quality Framework

Wigan Council is committed to working collaboratively with individuals, communities and partner organisations to provide day opportunities that support adults to achieve fulfilling and meaningful lives. The Council's approach is founded on recognising and building upon individual strengths, aspirations and potential, while promoting choice, control and participation within local communities.

The provision of Day Opportunities supports Wigan’s Progress with Unity mission to create fair opportunities by helping adults with care and support needs overcome barriers linked to disability, ill‑health and social isolation. Through person‑centred, community‑based support, Day Opportunities focus on building independence, confidence and skills, including pathways into volunteering, training or employment. This directly aligns with the mission to break down health and social inequalities and deliver high‑quality, strengths‑based services shaped around people’s aspirations rather than traditional service models.

The Day Opportunities Quality Framework is divided into three lots:

Lot 1: Confidence and Community Connections

Lot 2: Enablement Support and Living Well

Lot 3: Specialist Ongoing Care and Support

Provision will usually take place during the day, although services may also be delivered during evenings and weekends to reflect individual needs, preferences and desired outcomes.

Day Opportunities should provide purposeful, person-centred support that:

•enables people to participate in meaningful, enjoyable and stimulating activities;

•promotes independence, choice and control;

•supports people to maintain and develop practical, social and life skills;

•provides access to education, training, volunteering and employment opportunities;

•enables people to develop friendships and maintain social connections;

•supports participation in local communities;

•reduces social isolation and loneliness;

•provides care and support in a safe and appropriate environment; and

•provides unpaid carers with a planned and valuable break from their caring responsibilities.
