Electrical Installation Condition Reporting (EICR) Services

Mid and South Essex University Hospitals NHS Foundation Trust (the Trust) is seeking information from suitably qualified and experienced suppliers capable of undertaking Electrical Installation Condition Reports (EICRs) across occupied and operational healthcare facilities using non-disruptive or minimally disruptive testing methodologies.

The Trust operates critical healthcare environments that function continuously and therefore requires electrical compliance inspections and testing to be undertaken in a manner that maintains patient safety, supports uninterrupted clinical operations, and minimises disruption to essential services wherever reasonably practicable

Scope of Requirement

Suppliers are invited to provide information relating to their capability, experience, and methodology for undertaking EICRs within live healthcare environments, including acute hospital sites operating on a 24-hour basis.

The Trust seeks a solution that:

• Delivers statutory and regulatory compliance.
• Minimises the need for planned electrical outages.
• Reduces operational disruption to clinical services.
• Maintains patient safety and business continuity.
• Provides a robust and auditable inspection and testing process.

3. Applicable Standards and Compliance Requirements

Suppliers shall demonstrate compliance with all relevant legislation, standards and guidance, including but not limited to:

• BS 7671: Requirements for Electrical Installations (current edition).
• IET Guidance Note 3: Inspection and Testing.
• Electricity at Work Regulations 1989.
• HTM 06-01: Electrical Services Supply and Distribution.
• HTM 06-02: Electrical Safety Guidance for Low Voltage Systems.
• NHS Premises Assurance Model (PAM) requirements where applicable.
• NICEIC, ECA, NAPIT or equivalent accredited inspection and testing procedures.

Suppliers should demonstrate how their proposed testing methodology satisfies the above requirements whilst supporting the Trust's objective of maintaining service continuity.

Testing Without Service Disruption

The Trust's preference is for inspection and testing methodologies that minimise or eliminate disruption to clinical and operational services wherever possible.

Suppliers shall clearly describe how they will conduct EICRs within operational healthcare facilities whilst avoiding unnecessary interruption to electrical supplies serving critical services.

Important clarification

The Trust recognizes that certain inspection and testing activities required under BS 7671 may necessitate temporary electrical isolation. The requirement is therefore to avoid unnecessary disruption, apply all reasonably practicable non-disruptive methods first, and tightly control any unavoidable isolation.

Where isolation is required, suppliers shall:

• Demonstrate that all reasonably practicable non-disruptive testing techniques have been considered.
• Clearly identify those tests that require electrical isolation.
• Minimise the extent and duration of each isolation.
• Provide detailed risk assessments and method statements.
• Coordinate all planned outages with the Trust's Estates and Facilities teams.
• Maintain continuity of patient care through suitable contingency arrangements.
• Provide advance notification of outage requirements.
• Clearly define mitigation measures and recovery procedures.
• Demonstrate experience in managing electrical testing within live healthcare environments.

Suppliers are encouraged to describe any specialist technologies, equipment, software, or recognised industry methodologies that enable condition assessment, fault identification, and compliance verification whilst systems remain energized and operational.
