Change (VI.3.0.1): This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.This award is being under urgent circumstances due to urgent quality concerns which may pose potential risks. The unforecastable delays from the grant of funding notification have caused the programme delivery to be delayed beyond the initial programme mobilisation, requiring an urgent award to abide by revised timeframes as there remained no other suitable award avenue in this instance. A large percentage of children and adults within the Birmingham Solihull remit live with obesity, and existing specialist services have thousands of patients with wait times greater than 52 weeks, 45% of such patients reside within some of the most deprived areas within the country. To address the immediate health concerns the authority is implementing an urgent award to prevent further undue health complications.The authority plans a full scale procurement within the 12 months that this award has been set for, with pre market engagement to support.
