Housing Out of Borough Relocation Service Pre-Engagement Marketing

Introduction

The London Borough of Croydon is seeking market feedback in relation to a proposed procurement for services to support the relocation of households from Temporary Accommodation (TA) into suitable settled accommodation outside the borough. The Council currently has c3500 households in Temporary Accommodation and is seeking to provide better quality and permanent affordable accommodation within the country.

The proposed model would involve:

• Providers sourcing suitable private out of borough accommodation for Croydon households in Temporary Accommodation
• Properties being uploaded onto a digital platform accessible by the Council
• The Council selecting suitable properties from the platform
• Placements being subject to:

o Affordability assessment o Housing suitability assessment o Statutory placement considerations

• Entering into an Assured Shortall Tenancy[AG1.1] (or similar) for a minimum of two years o Early termination as result of poor property conditions and poor management will result in clawback of incentive payment

The Council will consider an upfront incentive structure. In return, the provider will be responsible for onboarding and settling the household in their new property. The Council is seeking feedback from the market to help shape the procurement approach.
