Operator for Colne Market and Food Court — Pendle Borough Council | UKGovscan
Pendle Borough Council is seeking to appoint a new operator of Colne Market Hall by way of granting a full internal repair and maintenance lease for a period of 15 years.
The operator must possess and evidence the following attributes:
A strong track record in the successful operation of markets and food courts in a similar setting, which include programmes of events and proactively providing business support to traders and vendors.
Evidence of working proactively in collaboration and partnership with other private and public stakeholders with resulting mutual benefits, measured through regeneration of the general location and/or revitalising and increasing trade and visitor numbers.
A strong balance sheet and financial accounts demonstrating a viable and long-term profitable enterprise that can take on the long-term lease of the Market Hall.
A compelling and financially sustainable, high-level Business Plan for Colne Market, to include a defined level of up-front investment into the set-up and operation of the Market Hall.
