This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally awarded using the competitive process.
The contract term was from 01st June 2025 - 31st May 2030, with the option to extend for a maximum of 24 months.
The contract commencement date has been updated to 01st February 2026 - 31st January 2031, with the option to extend for a maximum of 24 months. The aggregate value of the contract (including extensions) as advertised in the Find a Tender Service (FTS) is £41,230,073 British Pound Sterling. The financial envelope which acts as an affordability cap for the purposes of the Process is £27,396,668 British Pound Sterling over the five-year term.
The Authority received a Representation during the Standstill Period which ended on Thursday 26th June 2025, and in accordance with the Health Care Services, (Provider Selection Regime), Regulations 2023, the Authority extended the Standstill Period. The Authority completed an independent review of the procurement process (undertaken additionally by individuals not involved in the original decision) and further by the Authority's appropriately appointed Independent Review Panel. The Authority communicated its further decision. Attain are authorised to respond on behalf of the Authority. A full response was issued on the 22nd August 2025, with a deadline for any formal representation to be raised by 05th September 2025 by 17:30hrs. No further action had been taken by the organisation that raised the initial query, nor from any other organisations, and the Authority received no formal representations. No representations were raised to seek the involvement of the Independent Patient Choice and Procurement Panel. As found in the independent review, the Authority does not believe any remedial measures are necessary and has undertaken a robust procurement process.
Following the observation of the extended standstill period, the decision to award this procurement has been made and is published in this Confirmation of Award Notice.
The service that this notice relates is within scope of the Provider Selection Regime (PSR). The Authority is bound only by the Health Care Services (Provider Selection Regime) Regulations 2023.
