East Herts provides civil parking enforcement services via a contract with Apcoa (the incumbent service provider) delivering on and off-street related services to our two clients: Welwyn Hatfield Council and Stevenage Borough Council, under Service Level Agreements. East Herts and its two clients have Agency Agreements with Hertfordshire County Council, giving them authority to manage and enforce on-street parking on the County’s behalf. The Council wishes to engage with prospective bidders in a pre-market engagement exercise, prior to proceeding with the tendering process.
