The Council required a suitably qualified and experienced Contractor Provider to provide interventions to maximise the health and wellbeing of Young People to: stop or reduce using alcohol and drugs, to reduce the harm they cause themselves, to develop their resilience, and to manage the risks they face to ensure that when they leave the service they can sustain their progress.
