It is considered that this requirement can be placed using the negotiated procedure without prior publication pursuant to Regulation 16(1)(a)(i) of the Defence and Security Public Contracts Regulations 2011 due to a failed competition caused by the absence of suitable responses to the previous restricted procedure reference 2023/S 000-041611
