The purpose of this study is to commission a Consultant to review and build on the Phase 1 work. The Consultant will develop a work programme to analyse relevant data and report on the short- and long-term outcomes of DF RIS1 investments. They will also contribute to defining the scope of evaluation of the DF RIS2 programme.
