North East Lincolnshire Council wishes to develop a Strategic Outline Business Case (SOBC) inclusive of an Option Assessment Report (OAR) utilising and expanding on information from the 2015 feasibility study. In addition an ASR is required in order to agree the position with the DfT on appraisal moving forward. It is hoped that the combination of these reports will enable the WRR to be considered viable and ultimately taken forward to Outline Business Case (OBC) stage. Undertaking the OBC is not part of this tender.
ENGIE Services Ltd on behalf of North East Lincolnshire Council is seeking to appoint a Consultant to carry out a review of the reports to date and explore the viability of creating a SOBC using the information available. Engagement with the DfT will be necessary in order to seek assurances that the current level of economic assessment is acceptable for this stage. The profile of the project may alter based on the viability.
