The purpose of this scoping study is to set out a plan for a future study to update the Department's Transport Analysis Guidance (TAG) Unit A2.4 on the Appraisal of productivity impacts. It will include a literature review of evidence on sector specific agglomeration in general and agglomeration in response to transport changes.
