o The Service provider is to provide, wherever possible, a 1-2-1 support programme to meet the individual participants needs through the provision of specialist alternative placements, work tasters and life skills support.
o Support should be specifically targeted to one of the 3 key groups, Looked after Children (LAC), Youth Offenders or those with Special Educational Needs and Disabilities and be delivered within their home environment. This programme will be available to eligible 16/29 year olds who live in the Black Country and are not engaged in employment, eduction or training. (NEET)
