The Council wishes to employ the services of the consultant in support of the submission of the TIP (Town Investment plan) in relation to the Dudley Towns Fund bid. The Consultant will provide Leadership, development, coordination and production of Section Two of the Dudley Town Investment Plan (TIP) in support of the application for £25m capital funding from the government's Towns Fund including:
-Project description, rationale and alignment with intervention framework;
-Theory of Change, projected outputs and outcomes;
-Estimates of project costs, timescales, spend profile, and estimated BCR;
-Funding secured from other sources, community and private sector involvement and major interdependencies.

This procurement is a closed Tender with invited applicants only requested to participate in the tender process, the contract is being procured inline with Council's Contract Standing Orders for below threshold spend and where principle of prior market involvement has been applied inline with PCR (2015) Reg.41
