Commission incumbent consultant provider to collate the LTAs local transport models (where they exist) and extract baseline and forecast data (how the highways network is being used now and, in the future, by who, what for, and why) and to extrapolate emissions from that.
a) Collating Local transport Models and extracting key baseline and forecast of future years data b) Use of local models to derive emissions from network and by trip across and from LTA & STB delivering a comprehensive carbon baseline (2019) and forecast for each authority area across the 3 STB regions c) Breakdown of emissions by road type, vehicle type, time period, journey purpose and trip length categories between pairs of model zones allocated to one of nine adapted NTEM place type definitions, to LSOA.
d) Link based assessment, disaggregation of road types, cross referencing to DfT statistics (adjustment factoring), conversion of Vehicle Hours to Speed, extraction of link based emissions e) Consideration of targeting interventions which are tailored to place types, allowing for a more coherent approach to placed based policy development.
