i) Develop the content of the 15 year strategy and plan for RIS4/5 based on the preferred scenario working with S1s and SMEs

Copywrite and graphically Following Exec and Board strategy awayday in May 2025, consultancy support is required to undertake scenario testing using RIS3 baseline to inform the 15-year strategy and plan development for RIS4/5. This involves testing four finance scenarios for Exec and Board on the benefits and disbenefits of each scenario to inform the trade-offs for RIS4 and 5 strategy and planning. The four scenarios are:

• A baseline
• A RIS financial model version
• A higher RIS settlement
• An unconstrained scenario
