Soft Market Test for Housing Management Software Solution

Peterborough City Council (PCC) is seeking to procure a Housing Management System for internal users across the local authorities and housing tenants across the Peterborough area. It is envisaged that the new system will be ready to use by the end of 2021/ start of 2022.

Potential providers are invited to respond to the questions in Part 7 concerning the proposed service to be procured. Responses to these questions may be used to inform our commissioning approach to the tender exercise. In order to make an informed decision on the best form of tender we are looking to the market to:

Suggest innovative and cost-effective delivery solutions, which may inform our specification development.

Inform our thinking regarding commercial considerations of providing Housing Management System.

Ascertain a clear understanding of the market's interest, capacity and experience to deliver the service.

Understand the optimum way of procuring that will enable a wide cross section of the supply market to bid, including charities, social enterprises, Small and Medium Enterprises (SME's) and new entrants to the market.

Please note that this is not a call for competition, neither is it a procurement exercise but an opportunity for Peterborough City Council to better understand the supply market for providers to showcase their ideas.
