This contract is for a supplier to provide a full and effective dynamic evaluation of a European Regional Development Funded project. The role of the summative evaluator will be to continually evaluate and assess performance of each of the three project partners, providing unbiased feedback to Wirral Council. The evidence provided in assessment will determine the most cost-effective and productive means of accelerating innovation and bringing new products and services to the Maritime Sector.
The supplier will be required to supply and deliver an evaluation assessment framework and work in consultation with project partners, key stakeholders and participants over the project lifetime to continually review the efficiency and effectiveness of project test and trial activities. The assessment design and process must satisfy European Regional Development Fund Summative Assessment Guidance.
Key outputs will include (but will not be limited to):
⢠A Summative Assessment Plan within three months of commencement of contract,
⢠2 x Annual Review Summary Reports,
⢠1 x Final Summative Assessment Report within 3 months of project closure.
