Single Tender is justified under Reg 32 b - competition is absent for technical reasons:
Xandor Automotive were initially due to partner with CPI for some Innovate UK funded works, however due to instruction from funding body, they were unable to be listed as a partner due to the project duration, so have had to be named as a Sub-Contractor. Competitively procuring these services would be a significant duplication of costs as the sub-contractor was involved in preliminary works prior to the project beginning.
