The requirement is to deliver a broad range of commercial and contract management outputs. This includes the transition of projects from procurement into award, due diligence and signature through to mobilisation and implementation. Additional requirements will also include a review of category and commercial management arrangements across the Security Portfolio.
The requirement is needed in order to support CCMD in delivery of the Security Investment Programme (SIP) and other key HMPPS projects. The SIP was announced in September 2019 by Prime Minister Johnson and directly supports the MoJs objectives of safety and decency in prisons.
