The Contracting Authority needs to guarantee that it reaches Bangladeshi and Pakistani (and ideally other Asian) communities, so the procurement is split into 3 lots:
1. Lot 1 - print media with readers from Bangladeshi and Pakistani (and ideally other Asian) communities
2. Lot 2 - print media with readers from Bangladeshi (and ideally other Asian) communities
3. Lot 3 - print media with readers from Pakistani (and ideally other Asian) communities
Suppliers with Bangladeshi and Pakistani readers should only bid for lot 1 (there is no need to also bid for lots 2 and 3).
