Pseudo Dynamic Purchasing System for Domiciliary Care Services in Sefton

2.1. Sefton Council wishes to set up a Pseudo Dynamic Purchasing System (PDPS) for the provision of Domiciliary Care Services.

2.2. The Council has opted to establish a PDPS is to enable the Council to remain in touch with the Domiciliary Care marketplace on a greater frequency than would be permissible under a Framework Agreement.

2.3. This PDPS will be referred to as the Sefton Partnership PDPS.

2.4. This Sefton Partnership PDPS is issued by Sefton Metropolitan Borough Council.

2.5. To support further integration / Sefton Partnership based service delivery arrangement, future developments, and potential future lots of the Sefton Partnership PDPS may be utilised by Partners for the commissioning of services such as, but not limited to, Children's, Continuing Health Care and End of Life services.

2.6. In order to support the above and to support the decisions outlined in section 2.17, the Council reserves the right to cancel or vary this ITP at any time or stage and shall not be liable for any costs resulting from the variation or cancellation, or for any other costs incurred by those responding to this ITP.

2.7. The PDPS will be active for up to 10 years.

2.8. Inclusion on the PDPS does not guarantee any level of business.

2.9. This PDPS is initially being established for the following lot listed below under the title Initial Lots. It is the Council's intention to establish additional lots during the lifetime of the PDPS. The potential lots are also listed below (no timeframes for the potential lots have been determined):

Initial Lots

• Lot 1 (a) = Domiciliary Care Services - Tier 1 Providers in Locality 1

• Lot 1 (b) = Domiciliary Care Services - Tier 1 Providers in Locality 2

• Lot 1 (c) = Domiciliary Care Services - Tier 1 Providers in Locality 3

• Lot 2 = Domiciliary Care Services - Tier 2 Providers (non-locality specific)

Potential Lots

• Lot 3 = Domiciliary Care Services to support Children and their Family / Carers

• Lot 4 = Continuing Healthcare packages

• Lot 5 = End of Life Care packages

• Lot 6 = Sitting Services (including support / respite for Carers)

• Lot 7 = Reablement Services

• Lot 8 = Winter Pressures / Hospital Discharge Services

• Lot 9 = Community Support for People with Mental Health Conditions / Learning Disabilities

• Lot 10 = Extra Care Housing Services

2.10. During the PDPS period, the Council will re-open the PDPS at its discretion.

Lots 1 a to c will be for a 3 year contract with the option to extend for 2 x 12 month periods.

This procurement is advertised under the rules of the Light Touch Regime.
