Luton Council is required to provide public health funerals under section 46 of the Public Health (Control of Disease) Act 1984 when there is no surviving next of kin, next of kin cannot be located, next of kin are unwilling or unable to arrange a funeral or they cannot afford to pay for the funeral or the deceased dies intestate.
