Professional services support and research into discovering the viability of other Local Authorities adopting the BMBC developed income management system (IMS). The previous phase (discovery) was held to determine an understanding of market supply income management systems offered by the private sector and Local Authorities' desire to switch to an IMS built by a council, for councils. Funding has been made available through a section 31 payment from the Local Digital Fund.
