Worcester City Council Town Investment Plan Consultancy

Worcester City Council (The Authority) as the Towns Fund Accountable body wishes to engage a lead consultant (and as necessary sub consultants to help it to deliver its Town Investment Plan.

The appointed consultant will have made available to it the following:

• City Plan - the City Council Plan (2016)

• City Centre Masterplan adopted 2019.

• Towns Fund Evidence Base (2020)

• Local Industrial Strategy

• Strategic Economic Plan (SEP)

• Draft Towns Fund Vision and Outcomes

• South Worcestershire Development Plan 2016 and Preferred Options Document from Review

• Local Transport Plan (LTP4)

• Town Fund Board Minutes

• Project ideas from the Mytown website.

• Draft Project Proformas for TIP Projects

The Authority wishes to appoint a consultant who will work to build on the above and develop its own intellectual capacity to develop Worcester's Town Investment Plan. The consultant will report to and work with the Authority as the Towns Fund accountable body and work with the Town Deal Board. Our expectation is to work collaboratively to produce a compelling case for investment. The Authority and Town Deal Board have identified that it aims to submit the TIP at the end of October but will have agreed with MHCLG to review this as the TIP progresses. The appointed consultant will be responsible for the drafting of the plan including presentation to the Town Deal Board.
