Early Engagement - Sexual Health Promotion and Advisory Service

Hammersmith & Fulham Council are tendering for a service to provide a sexual health promotion, prevention and support for Hammersmith and Fulham residents.

The provider will need to:

• deliver universal and targeted campaigns and literature aimed at reducing the transmission and acquisition of sexually transmitted infections (STIs)
• deliver mixed universal and targeted support services aimed at reducing inequalities and improving sexual health outcomes
• provide support and peer support groups to residents to address their needs for example chemsex or self-management for people living with HIV

The following core elements will need to be included as part of the service offer:

• promote good sexual health to enable residents to make informed decisions
• provide an inclusive and equitable service which delivers tailored prevention and support services to all the diverse communities resident in the borough
• work within a whole system approach to sexual health and monitoring service user and population outcomes as defined by the Office for Health Improvement and Disparities (OHID)
• provide targeted services raising awareness of HIV and the prevention of its onward transmission
• work with GPs and other specialist sexual health services to facilitate access to sexual health screening and contraception services appropriate to the resident's need
• provide care planned person centred services to all residents living with HIV which empower them to develop the necessary knowledge and skills towards increased self-management
• provide care planned person centred support for residents, identified by genitourinary medicine (GUM) and community sexual and reproductive health services, as having poor sexual health
• provide within the Services, elements that specifically address both the physical and mental health needs, and employment aspirations of people living with HIV
• Agreeing shared pathways that will secure seamless Sexual Health, Reproductive Health & HIV services.
• A blended virtual and face to face offer appropriate to need and client circumstances.

Bidders will be required to register on the Social Value Portal to enter social value commitments from H&F Themes Outcomes and Measures (TOMs) framework. The Successful Bidder is responsible for paying the Social Value Portal for Management Fee for the term of the contract.

Description of the geographical coverage: Hammersmith and Fulham

The initial contract period is 3 years, with the option 2 +2 years extensions

Estimated total value: Up to £2,562,000 - Services are currently funded from the ringfenced Public Health Grant and will continue to be fully funded from this grant after re-procurement. Any potential reductions in funding will be in line with reductions in the Public Health Grant percentage reductions or within the conditions of the contract.

Estimated annual value: Up to £366,000
