In February 2025, the Government wrote to all council leaders in areas with two-tier structures, asking them to put forward proposals for local government reorganisation. The timescale set by Government for authorities in the Devolution Priority Programme area, including Norfolk required Interim Plans to be submitted by 21 March 2025 and Full Proposals by 26 September 2025.
