Norfolk County Council is seeking an investor who will work with the Council and the provider market to establish special purpose vehicle (s) (SPV) which will fund and contract for the delivery of evidenced based interventions potentially covering social prescribing, apprenticeship training, employment and exclusions. This procurement is for the investor only. It is intended that once the investor is appointed that they will work with Norfolk County Council and the provider market to establish an SPV as set out in the specification.
