P0012 Highways Maintenance Services Procurement Advice

To procure a main highways maintenance provider for a duration of around 5 years. The aim is to commence the procurement in Spring 2022 with the contract commencing in Spring 2023. The maintenance contract covers routine and winter maintenance, and an £18m annual renewals programme covering highways, structures and drainage. Specific Client aims in the procurement of the contract and the delivery of the work include:

• An overall approach that is attractive to the best Tier 1 maintenance providers.
• Incorporation of lessons learnt from the existing contract.
• Robust procurement procedures to avoid the risk of challenge to the outcome.
• Quality assessments that are reliable, robust and focused on CBC's priorities.
• Contractor's quality proposals to be delivered in practice.
• Delivery of the contract in a collaborative culture with the focus on prompt and efficient service delivery rather than on commercial interests.
• Greater involvement of local SMEs as part of the social value agenda.
