Materials Recycling, Bulking and Transport

Oxford Direct Services (ODS) provides waste management services to Oxford City Council (OCC) and to a range of commercial customers. As far as dry recycling is concerned, the recyclate collected on behalf of OCC at the kerbside is fully co-mingled, as is the waste from commercial customers. We are examining options to collect some recyclables (particularly glass) as single stream from commercial customers in the near future.

ODS is now seeking tenders for the disposal and treatment of its dry mixed recycling with an estimated value of £1.2 million per annum. The scope of the Services includes the receipt, handling, storage, transport, recycling, marketing, and disposal of residues (including by way of landfill or thermal treatment where no alternative exists) of all dry recyclates in accordance with the terms of the Contract.

The concept for a new purchase is to have the following lots incorporated into a bid. Tenderers will ultimately be allowed to bid for one or more Lots as outlined below:

• Lot 1 - Provision of Transfer Station facility, receipt of Dry Recyclate from ODS collection vehicles, storage and loading of Dry Recyclate onto vehicles provided by the Lot 2 supplier

• Lot 2 - Collection of Dry Recyclate from the transfer station (or if proximate, receipt of the Dry Recyclate from ODS collection vehicles) and treatment of Dry Recyclate. This Contract will also be available to Oxfordshire County Council, Vale of White Horse, South Oxfordshire, West Oxfordshire and Cherwell District Councils if required
