Constructed in the late 1970s, the Manchester Street viaduct, located at the A62 Oldham Way/Manchester Street roundabout, close to Oldham Town Centre, is in a poor and deteriorating condition with a number of present and suspected defects. It is in need of repair and improvement to extend its design life, keep Oldham Way open, and maintain the resilience and efficiency of the existing highway network. The Council sought to procure professional design consultancy services to commence design development for the scheme using the Crown Commercial Services Framework:
