To make such grants and donations as shall be thought fit to charities registered in England and Wales established to provide relief of those in need by reason of youth, age, ill-health, disability, financial or social isolation, or abuse and neglect by the provision of facilities or opportunities for such persons to participate in aviation with the object of improving their condition of life.
